Homeless Prevention Rapid Re-housing Program

As part of the American Recovery and Reinvestment Act of 2009, the City of Garland is eligible to receive $858,997 in funding for the "Homeless Prevention and Rapid Re-housing Program (HPRP)." This funding is through the Department of Housing and Urban Development (HUD) and is a special allocation of the Emergency Shelter Grant funding.

The purpose of the grant is to provide prevention assistance to households who would otherwise become homeless (many due to economic crisis) and to provide assistance to rapidly re-house persons who are homeless and those at risk of becoming homeless.  The funding is designed to serve as a last resort for those in a shelter, on the street, in transitional housing or in imminent danger of becoming homeless.  All funding will benefit households with incomes equal to or less than 50% of the area median income. 

Eligible Uses Of Funds

  • Financial Assistance - Short term (0-3 months) and medium term (4 - 18 months) rental assistance.  The funding could pay for security deposits, utility deposits, utility payments, moving costs assistance and motel or hotel vouchers.
  • Housing, Relocation and Stabilization Services - Case management, outreach, housing search and placement, legal services and credit repair.
  • Data Collection and Evaluation - Costs related to operating the Homeless Management Information System software and staff training necessary to operate the system.
  • Administration (up to 5% of allocation) - Costs incurred in preparing reports for submission to HUD.
